The Land Development Code helps to shape the City of Bangor.

The Land Development Code is a crucial document that governs the use of land and the placement, size, and design of structures within the City of Bangor. In addition to these fundamental aspects, it also regulates various other important elements of development, such as parking requirements, landscaping standards, and the specifications for accessory structures. The process of updating the Code will ensure that these regulations are thoughtfully tailored to reflect the unique character of each area within the City. Furthermore, it will ensure that the regulations are aligned with the broader land use and development goals outlined in the Comprehensive Plan, promoting cohesive growth and sustainability throughout the community.

Work on the Land Development Code will happen in three phases:

  • Phase 1: Research & Review

    (Fall 2024 - Spring 2025)

    Phase 1 of the project will involve intensive review of the City's existing Land Development Code, as well as the Comprehensive Plan and other City policies that will inform the project.

    This Phase will culminate with the release of a Technical Review and Approaches Report that will identify key issues with the current Land Development Code and any inconsistencies or gaps between the Code and the City's Comprehensive Plan. The Report will also propose a series of approaches and new directions for drafting of the new Code.

  • Phase 2: Drafting the New Code

    (Spring 2025 - Winter 2026)

    Phase 2 of the Land Development Code update is where the directions established in Phase 1 are used to create the content of the New Code. This phase involves drafting the new regulations, testing the proposed standards, and providing ample opportunities for members of the public to learn about the work and provide feedback.

    This phase will culminate with a Public Hearing Draft of the new Land Use Code, which will be the result of multiple rounds of review and revision.   • Phase 3: Adoption of the New Code

    (Spring/Summer 2026)

    Once a Public Hearing Draft of the new Code is ready, it will be reviewed by both the Planning Board and the City Council at separate Public Hearings.

    The Planning Board will review the new Code and make a recommendation to the City Council, which is the final approving body for the Land Use Code.
